New smart water meters are coming to Clyde as part of a $ 15 million infrastructure project

CLYDE, Texas (KTAB / KRBC) – The City of Clyde is advancing a $ 15.4 million water infrastructure project that will bring new smart water meters and other improvements to the area.

According to a press release released on Monday morning, more than 1,600 smart water meters will replace existing household meters. The smart meters will enable residents to access their water consumption data “almost in real time”.

The infrastructure modernization project also includes plans to accomplish the following tasks:

  • Doubling the capacity of the water treatment plant
  • Replace aging audio duct lines
  • Rehabilitation of manholes
  • Install LED lighting in city-owned buildings
  • Implement a small solar system in a sewage treatment plant
  • Build a larger public works facility
  • Insource waste management

“Our partnership with Performance Services enables the City of Clyde to modernize every aspect of our infrastructure, operations and maintenance without passing the project costs on to the citizens of Clyde,” said City Manager Chris McGuire in the press release.

According to the press release, the improvements are expected to save the city $ 23 million “over the life of the project”.

The energy services company Performance Services will develop the project through an Energy Savings Performance Contract (ESPC) made possible by the Texas Local Government Code 302.

Like many cities across Texas, the City of Clyde has seen steady population, business and economic growth. To continue this growth trend, the city is driving a € 15.4 million water infrastructure project.

The pioneering project will replace water meters for residential buildings with new “intelligent” water meters and connect them to an Advanced Metering Infrastructure (AMI) to improve operational efficiency and provide customers with near real-time access to their water consumption data. In addition, the project includes plans to double the capacity of the water treatment plant. The project will also replace aging sound sewer pipes, refurbish shafts, install LED lighting in city-owned buildings, implement a small solar system in the sewage treatment plant, build a larger public work facility and take over the disposal of solid waste.

With this steady growth, the city saw the need to respond to its aging water supply infrastructure. For example, one of the new AMI features monitors potential water leaks by setting up customer notifications when water usage exceeds certain thresholds. In addition, the project will provide more transparency through an online portal with almost real-time access to water consumption data. Together, these improvements will meet the city’s current and future water needs.

The City of Clyde has selected Performance Services, a qualified energy services company, to develop the project under an Energy Savings Performance Contract (ESPC) enabled by the Texas Local Government Code 302. An energy saving contract enables a public institution to pay for efficiency improvements within their existing budget without increasing taxes. Savings are achieved through the installation of new, modern and energy-efficient technology and device improvements. In addition, the construction of the public building is carried out within the framework of a separate draft contract under public law.

Project improvements include:

Install over 1,600 smart water meters and connect them to an AMI network.

· Doubling the capacity of the water treatment plant to allow the city to produce 2 million gallons of water per day. The additional capacity will increase the amount of water the city can sell to neighboring communities as it prepares for future growth.

· Overhaul of 192 manhole covers across the city.

· Replace 2,200 feet of old clay sewer lines.

Install LED lighting at the police station, at the lake house, in the senior citizen center, in the public works building, at the animal control, in the water treatment plant, in the sewage treatment plant, in the library, in the sewer system and in the fire department. LED lighting uses approx. 46% less energy than existing lighting and reduces operating costs.

· Install a small solar system on the sewage treatment plant with room for future expansion. This array will generate enough power to offset the utility usage in the facility.

· Design and build a major public works facility with maintenance bays large enough to accommodate the city’s fleet of trucks.

These upgrades will ensure the City of Clyde’s water system is sustainable and will increase water revenue, increase operational efficiency and improve customer service opportunities for residents. But most importantly, the project has significant financial benefits. Infrastructure improvements in the 21st century will save the City of Clyde over $ 23 million over the life of the project.

The project will leverage Diehl-Meter, a global water meter manufacturer with solid-state ultrasonic meter technology. The new smart water meters will be connected to a secure AMI network, which will provide the city with powerful analytical tools to optimize its process. The network collects meter data such as Such as gallons consumed per hour, return flow indicator, and other operational data not normally available from conventional mechanical meters and registers.

Project communication includes a postcard mailer to all customer apartments and a door sign that is attached after the meter is installed. The installation of the new meters will begin this year and will be completed in 2022.
