ROCK ISLAND ARSENAL, Ill. – (July 22, 2022) The Joint Munitions Command recently established its Business Development Office to highlight installation capabilities and increase both public-private partnerships and government-to-government deals at its facilities. The task of maximizing business relationships and increasing workload begins at the installation level, three of which have been designated Centers of Industrial Technical Excellence by the Secretary of the Army.
Earning a CITE designation is a major accomplishment that recognizes a core competency not found elsewhere in the Army.
“These designations recognize the facilities’ unique capabilities that enable them to engage in public-private partnerships and government-to-government deals,” said Bill Dunkin, head of JMC’s Business Development Office. “These capabilities support a variety of government and private industry customers, all of whom improve the readiness of the Army and other services by supporting them with needed items while keeping the organic industrial base warm.”
The idea of keeping these skills “warm” is that the CITE designations continue to engage the people involved at an operational pace that ensures their skills are used to the maximum.
“We are asking our government and private industry partners to review our CITE designations and determine if these capabilities could be used to support their products and programs,” Dunkin said. “By partnering with a CITE-designated facility, our customers have access to our military equipment, secure ISO-certified facilities, approved hazardous waste disposal procedures, on-site emergency services, secure 24/7 controlled access, easy access to freeways and highways , on-site rail access, above-ground and underground storage, skilled labor and no property taxes. We are also flexible enough to accommodate our clients’ program needs. Partnerships are a win-win for both the US Army and our partners!”
JMC installations with a CITE designation include Pine Bluff Arsenal, Tooele Army Depot and Letterkenny Munitions Center.
Located in Jefferson County, Arkansas approximately eight miles northwest of Pine Bluff and 30 miles southeast of Little Rock, Pine Bluff Arsenal provides America’s joint warfighter with specialized munitions, smoke, chemical, biological, radiological and nuclear defense capabilities through expert manufacture. storage and logistics. PBA has received CITE designations for Chemical and Biological Defense Equipment (2005), Smoke Munitions (2017), and Textile Manufacturing (2022). PBA is a world leader in the development and manufacture of smoke, riot control and incendiary munitions and chemical-biological defenses. It also serves as a corporate technology center for flare and infrared munitions.
Located in Tooele County, Utah, Tooele Army Depot is the Department of Defense’s western region center for conventional ammunition and the Ammunition Peculiar Equipment Center, which provides warfighter readiness through ammunition logistics and production/maintenance of Ammunition Peculiar Equipment. In 2010, TEAD received a CITE for the depot-level maintenance it performs in support of APE. APE improves efficiencies in support of the maintenance, surveillance, demilitarization, refurbishment, modernization, packaging and preservation of conventional and chemical munitions around the world.
The Letterkenny Munitions Center, located at the Letterkenny Army Depot in Franklin County, Pennsylvania, was named a 2016 CITE for Army Tactical Missile Systems, Guided Multiple Launch Missile Systems, and low-cost, reduced-range training missile maintenance. The Munitions Center conducts regional and global distribution of munitions, provides missile servicing, and performs demilitarization of munitions for Joint Forces and international partner nations.
